The changes appearing in this revised edition have largely resulted from the newly assigned dangerous goods and UN numbers that appear in the 16th edition of the UN Recommendations on the Transport of Dangerous Goods, and from alterations to the text to reflect the joint status of the handbook.

There have also been some changes of guide numbers for some dangerous goods to more closely reflect the appropriate actions to be taken in an emergency.

A new Guide 52 has been added covering desensitised explosives and a number of guides have had additional requirements added.

The purpose of this handbook is to provide immediate general information and advice to persons handling dangerous goods emergencies.

While written principally for trained emergency responders, it also contains advice, which anyone first on the scene of an incident should be able to follow.
